Subject: The Montreal Situation

Greetings and Salutations,

        As all members of Amalgam 32192B may already know, there have been numerous breaches of reality within the city limits of Montreal, most notably within the past few months, dating back to July 4.  These activities primarily concern Nephandic beings, anarchistic vampiric beings, and superstitionist magi.  These reality deviant activities in Montreal are suspected to be dire threats to the sleeper population of Montreal.  The Union has lost all contact with the previous city's construct, Amalgam 32192A, which was based out of Douglas Hospital, thus strengthening the need to send a replacement amalgam.

        The following is a summary of events within the city limits of Montreal which require the immediate attention of the Technocratic Union.

        Extreme violence began surfacing in the city after July 7.  The violence appeared to be due to sporadic fighting caused by extreme French separatists in Montreal.  The few reports received from Amalgam 32192A led Control to believe that violence related to vampiric struggles were behind the violence.  The last lengthy report from Amalgam 32192A was concerning rioting outside the Palais de Justice on July 24, Quebec's national holiday, and the suspected vampiric activities hidden behind the mortal rioting.  As of July 25, all contact with Amalgam 32192A was lost.

        It is of utmost importance that Amalgam 32192B establish themselves in the city as soon as possible, keeping as low a profile as possible, following all Precepts of Damian and standard Technocratic Protocols.  The following protocols are to be added to standard protocols.:

	Establish a safe base of operations in order to establish a new construct within the city.
	Infiltrate Douglas Hospital and discover what happened to Amalgam 32192A.  Recover any remaining records from the amalgam if possible.
	Amalgam 32192A was investigating a possible war between anarchistic Sabbat vampires and Nephandic beings known as "The Decani."  Learn as much as possible concerning this war, keeping as low a profile as possible.
	Combat is to be avoided until the nature of the reality deviant activities are known, and then after approval of Control.
	Attempts by our operatives to infiltrate mortal authorities has met with failure.  Other organizations have somehow eliminated any operatives who attempt to do so.  Learn what the mortal authorities know.
	Assign an amalgam Supervisor.
